You call it self-dealing, I call it embezzlement (and btw, yet another tax problem)

I've been curious how mass media are describing the Trump Foundation paying off debts owed by Trump businesses as "self-dealing". To recap, two examples known so far have Trump businesses settling disputes with others by agreeing to an obligation to pay money to a third-party charity, which Trump then paid from his own foundation's money.

Self-dealing is basically doing business between a foundation and disqualified persons who have a connection to the foundation. If the Able Family Foundation needs computers, and Amy Able who runs the foundation also sells computers, then the foundation would be self-dealing if it bought its computers from her.

Trump Foundation's paying off of Trump debts goes beyond this. The outcome would have been identical if Trump Foundation, instead of writing the check directly to charity, had written the check to Trump who then paid off his debt to charity. This hypothetical is clearly embezzlement, what Trump actually did isn't any different. I suppose it's also self-dealing, but worse.

Something else I haven't seen in the discussion of self-dealing is tax evasion. There has been discussion of a different tax evasion Trump scandal, when he directed that debts owed to his businesses be paid to his foundation, but this is a separate issue. Trump Foundation in effect discharged debt owed by his businesses to others, and the IRS calls that taxable income to the businesses that didn't have to pay the debt. If we could see his returns, I'm pretty sure we'd find that he didn't pay taxes on that discharged debt.

The Cheery Sound of Heads Exploding in the Morning as Paris Moves Toward Coming Into Force

With India ratifying the Paris Agreement countries with 51.89% of the world's CO2 emissions have joined the club.  The agreement comes into force when the 55% level is reached.  The World Resources Institute has a nice interactive map which allows bunnies to play the who's next game



and a game of poker it will be for countries wishing to have their name attached to the good news to be heard around the world.  Japan with 3.79% of the world's emissions can make it next, as could the EU (12.10%) and Russia (7.53%).  Various alliances are possible for the final push, but Eli is quite enjoying the sound of heads popping in the early morning as the usual suspects contemplate the success of Paris.

VW may have killed hundreds in the US, thousands in Europe, and who knows everywhere else

Some news stories buried the lede about how many people may have been offed by VW lying about its NOx emissions. Headlines say "Volkswagen emissions cheat may lead to 50 premature deaths", and only deeper in the apparently-a-press-release mention that figure is only for a single year, as well as not covering some vehicle models also implicated in illegal emissions. The illegal activity covered multiple years, and even I can multiply.

Diesel has a tiny penetration in the US market but an order of magnitude higher in Europe. Thousands died there if we extrapolate, a crude thing to do but maybe conservative given the higher population density.

Some caveats if you jump past the press release and RTFA: 50 deaths a year is the high end of a range, with the lowest at merely 5 people killed by Volkswagen annually. AFAICT this is illegal emissions and not total emissions we're talking about. Europe allows far higher NOx levels, so VW can proudly trumpet that many of the thousands it killed in Europe were offed legally. These numbers are also higher than older estimates I saw last year. Fifty a year is now a reasonable number though.

One defense of VW often heard last year that it wasn't killing its own customers through emissions, it was killing other people who doubtless deserved it (I paraphrase). Kill enough people though, and you're eventually going to send some VW owners into fatal asthma attacks. Defenders need to amend their argument to concede that yes, VW was killing VW owners, but with cars purchased by other VW owners, not their own cars.

My own speculation - I'm curious how many VW owners ever drove into their garage, closed the door and forgot to turn off the engine for 30 seconds while they wrap up something. With emissions 10-40 times the allowed amount, that's equivalent of spending up to 20 minutes breathing exhaust in an enclosed garage. Maybe Volkswagen caused (and has) additional problems.

Someone needs to take a heat lamp to Gary Johnson's yard. Seriously.

The minor downside is that it would be illegal, but still a worthwhile act of civil disobedience.

Johnson says we're warming the planet but shouldn't do anything about it because the sun will expand and encompass the earth (ed. note: in hundreds of millions of years at earliest).



Seems pretty feasible to me - bring a small portable generator (bonus credit if solar-powered) or battery, together with a heat lamp, stand on the sidewalk or street by his yard, and start wilting the grass and whatever other plants are in reach until you get arrested. Even a blowdryer might work, I'm not sure. Nothing that puts out a flame though.

Obviously, Johnson should have no objection to wilting his plants given that the sun will eventually encompass the earth anyway.

If his place is in some gated community, then maybe outside his campaign HQ?

And to be Scrupulously Fair, if Johnson has withdrawn this argument, then don't wilt his plants. His millennial supporters need to know more about his positions though.

Finally, a good point here:  continental drift will resolve political problems in the Middle East before the sun moots our response to climate change.

Pascal’s wager and the wages of motivated cognition

Now Eli has on occasion been a betting bunny and he has a long term one going with one Blaise Pascal, one that sooner than the Bunny would enjoy is going to pay off or not.  Still it has been a good time so far but it does pay to consult the experts and Rabett Run has called in a philosopher, a well known racehorse and investment company, all going by the name of Kelso to help cook the argument, and so it goes



Pascal’s wager makes a famous argument for motivated cognition. While there is a good reply that doesn’t address this aspect of the wager, a response that goes straight for the jugular is more illuminating, providing a wider lesson about the relation between beliefs, preferences and rational choice. The wager is also a great example of how short, vivid and easily taught arguments in philosophy can have much broader implications.

Pascal asks non-believers to consider a choice between two options: believing in God and disbelieving. He assumes that belief has a modest net cost if God does not exist, since belief requires at least some sacrifice of time and effort. But disbelief has an infinite net cost if God does exist: the loss of a blissful eternity in heaven. The upshot is clear: at any odds, the expected value of believing will exceed the expected value of disbelief.

Pascal understands that we can’t just choose to believe—so the real choice of the wager is between trying to become a believer and not trying. Pascal recommended going through the motions of religious belief, making religious ritual and engagement a regular part of life, in the hope that belief will follow. The first reply takes advantage of the other side of this challenge: we can’t choose once and for all not to believe, either. No matter how committed you may be to your agnosticism or atheism, you just might have a sudden conversion. But adding this possibility to the calculation balances the scales—both alternatives now provide a finite chance of an infinite return: the expected values are equal after all, so Pascal’s argument fails.

But the argument’s focus on belief in God is a distraction, bringing in a lot of background noise. Many do believe in a God who rewards believers and punishes unbelievers. Others reject the suggestion that a good God, if she exists, would be so intent on primping in the mirror of believers’ faith as to enact such a policy. But this back-and-forth misses the real point. There’s a general puzzle here that has nothing to do with theism. Suppose the required belief was any belief we have no evidence for, such that having the belief at the end of your life would be infinitely rewarded if it were true. What belief might that be? Here’s a template:

B: If B is true and I believe B at the time of my death, then I will be infinitely rewarded. Two questions come up for any belief like this:

  1.  Should you try to acquire the belief? 
  2.  If you decide to try, how do you go about it?

The reply given above points out that there’s no guarantee that you will fail to have the belief if you don’t try. This equalizes the expected values, so there’s no reason to try.

But I prefer a second reply: if beliefs aren't based on evidence, Pascal's method for deciding what it's rational to do collapses, and the argument fails again, but in a more general and illuminating way. This reply has more heft: it targets the legitimacy of motivated beliefs, drawing on Pascal’s own model of rational choice to argue that choosing beliefs using Pascal’s wager-type arguments undermines the rationality of the appeal to expected values.

Rational choice in gambling combines beliefs about the probability of various outcomes given each alternative action with valuations of those outcomes to determine which action to choose. Like other early probability theorists, Pascal could calculate probabilities in games of chance when most professional gamblers couldn’t. But if we choose our beliefs based on whether we think having those beliefs will lead to better outcomes, Pascal’s method becomes an ouroboros: choices like that break the link between the beliefs we adopt and the actual probabilities/reliability of those beliefs. If our choices aren’t based on reliable judgements of probability, they can’t do the job Pascal’s account of rational choice needs them to do.

It’s the job of beliefs to be true and of probability assignments to reliably reflect ratios of outcomes in like cases. Dodging philosophical worries about ‘truth’ and focusing exclusively on the pragmatics we can say that to be useful, beliefs need to be a reliable basis for expectations about the consequences of our choices. (Similarly, it’s the business of evaluations of outcomes to reflect their real value to us.) When these conditions are met and we apply Pascal’s method our choices will be good ones, though of course we can still be unlucky. When the conditions aren’t met (think of professional gamblers fleeced by early probability theorists (probably frequentists - ER) or someone actively seeking an outcome they later regret) our choices are bad even if we’re lucky and things to turn out well. So like motivated cognition in general, denialism is a recipe for bad outcomes, well-earned: flying on a wing and a prayer may sound like fun, but it’s not likely to pay off.

This raises an obvious question: if the rationality (reliability) of beliefs is essential to making good choices, why do so many people reason poorly and have irrational beliefs? It doesn’t require a trip into real issues to show this (though those issues are what we’re really after here)—Daniel Kahneman and Amos Tversky showed long ago that people make similar mistakes in very simple cases (a story told elegantly in Kahneman’s Thinking Fast, Thinking Slow). Their suggestion is that our psychology combines a capacity for careful, reliable reasoning with a quicker, more reflexive system that ‘cuts to the chase’ but often gets things wrong. This makes a lot of sense: rationality is a lot of work (consider Kepler’s travails in calculating by hand how well Brahe’s observations fit with the hypothesis of elliptical orbits obeying his three laws). Sense perception (a more basic evolutionary heritage) is quicker and easier—and so is guessing. Even though it can be misleading, sometimes making quick calls is more important than consistently making the right call.

The point is that rationality is not something nature built into us, but a difficult, piecemeal, always-incomplete accomplishment. It demands that we think hard, apply critical reflection and evaluate our reasoning carefully rather than leap to conclusions. These habits don’t come without effort, and even once we’ve learned them, it can be hard to resist jumping to conclusions. Science is built on conclusions that have been tested carefully to ensure they provide a reliable basis for evaluating both new information and the possible consequences of our actions. There’s no guarantee that it’s always right. But any conclusion that survives scientific examination has shown itself to be reliable in a range of applications and circumstances. And (at least for a pragmatist) that’s about the best we can expect.

Try reading the next sentence in the article, Professor Rotunda

Comments at Eli's previous post led me to Chris Mooney's fun and games at WaPo, reporting on some law professor talking about how a Harvard researcher showed that melting Greenland will lower regional sea level for places like the Netherlands and therefore it's all great. When pressed skeptically by physicist/Congressman Bill Foster who says the overall effect must be to raise sea level, Prof Rotunda says, "Read his article, that's what he says".

Okay, let's do that! Here is Harvard's Jerry Mitrovica:

When an ice sheet melts, that gravitational influence diminishes, and water moves away from the ice sheet, causing sea levels to drop as far as 2,000 kilometers away. (The drop is most pronounced close to the glacier, because gravity’s effects dissipate with distance.)
Vindication! Unless of course the very next sentences tell us something additional:

But because the sea level has fallen where the ice sheet melted, it rises everywhere else beyond that 2,000-kilometer boundary, and on distant shores this rise is far greater than the global average. The effect amplifies the rise in average global sea level attributable to the addition of the meltwater itself to the oceans. 

Either Prof. Rotunda had failed to read more than two and one-half paragraphs of an article he discusses in Congressional testimony at some length, or he's being deceptive.

On top of that, three other points. First it's not clear that the 2000 km range is a net effect after considering the effect of increased ocean volume from melt, or just the range of discernible gravitational effect. If the latter, then Rotunda's claim that Netherlands gets a benefit is misplaced in yet another way. The quote is in a mainstream magazine, not peer reviewed. I thought I was being lazy by not finding the original publication, but besides not knowing where it is, I'm not testifying to Congress right now.

Second, Greenland is big. Rotunda seems to think a magical gravity shield protects any place in Europe that's within 2000 km of any place in Greenland from all Greenlandish impacts. If most of the mass loss in Greenland is more than 2k away, it doesn't matter if some of it's closer - the net effect is worse than not considering gravitational effect.

Third, Rotunda needs to pull out a ruler and a map. Google Earth says no part of Netherlands is within 2000km of any part of Greenland's ice cap. I wonder if he did the miles/kilometer mixup, but maybe I'm just giving him too much credit. He says Europe doesn't need to worry about Greenland, but except for Northern UK, Ireland, and part of Scandinavia, no part of Greenland is with the magic distance Rotunda is discussing.

The Round Mound Trying to Be Profound

So Eli understands that Lamarrrrrr Smith held a hearing today to try and justify his pursuit of those nasty Attorney Generals who don't take Donnie Trumps money to stifle investigations.  While there is much fun to be had, Shawn Otto tweeted Eli to a particular give and take between Bill Foster (D-IL) and the only doctoral level scientist in the house, and one Ronald McDonald Rotunda, one of those expert witnesses that the Republicans find in small sectarian law schools with bad rankings and high tuition.

The fun starts with something that Rotunda tried to slip in earlier (have to look for it) about how melting Greenland will lower the sea level (starts at about 2:40).  




Foster's physical intuition is quite good, and Rotunda is pretty much at sea trying to twist things right and right.

Eli has taken an interest in local sea level rise for quite some time and can help.  Eli is a very helpful bunny.  What Rotunda is trying to refer to is work by Jerry Mitrovica and his students.  The long and short of it can be viewed here on YouTube

Iceland

There for a couple weeks with my wife and nephew. No volunteering this time to pretend the travel emissions aren't sinful, just a vacation. Can't do it without some blogthoughts though!

Iceland has nearly 100%, renewable energy-sourced electricity, mostly hydro and a large chunk of geothermal, so no variability problems either. Wiki says they can do a lot more of both, although new projects attract a lot of environmental controversy. They also make extensive use of district heating as is done in a lot of Europe, and something we Americans really should take up a lot more. A lot of the home hot water is geothermal even, so very enviro if a little smelly.

Here in California there's a concern with toxic metals brought from the subsurface with geothermal power. We toured one plant and I asked about that, and the company rep said no problem there. I'm not quite clear why. It might be it's so hot there that they can pump up steam, do a heat exchange with freshwater, use the freshwater for district heating and send the steam back underground. Or maybe there's just a heck of a lot more water in Iceland than in California, so the toxics don't concentrate. Beyond my lazy tourist-sleuthing to quite nail down.

Wind energy barely exists in Iceland, and it is hard to compete with hydro on price. OTOH, habitat and cultural concerns may limit new hydro, while wind keeps dropping in price and is perfectly matched with hydro and geothermal for dependable, carbon-free power. There's even talk of exporting power to the UK, although that seems like just talk and nothing more for several years now.

I was surprised at how little EV penetration exists. Islands tend to be good markets for EVs, and Iceland has cheap electricity along with the other reasons like expensive fuel and limited driving range. Maybe the island is a little big and underpopulated with charging stations, but that should change.

Icelanders have a weird thing with trees, clearly planting them in lots of places for obscure reasons beyond wind breaks. My psychoanalysis is it's a cultural thing with two reasons:  they're still traumatized by the decimation of birchwoods that originally covered Iceland, a bad decision that was only somewhat less disastrous than at Easter Island. The other reason is they want to show they can grow trees like other countries, dammit. Iceland's Forestry Department has other reasons, so take your pick.

Social Science and Climate Change: Positive Thoughts.


There are even short articles, maybe a post and a half, that make a bunnies ears twitch and his nose wiggle back and forth while muttering yeah yeah.  In this case a discussion of risk management and decision science by Paul Stern, John Perkins, Richard Sparks and Robert Knox. 

In The Challenge of Climate Change Neoskepticism, sadly not open, the authors define today's neoskepticism as

accepting the existence of anthropogenic  climate change (ACC) but advocates against urgent mitigation efforts on various grounds such as that climate models run "too hot", or are too uncertain to justify anything other than "no regrets" policies as having net benefits.  Mainstream scientists are well aware of uncertainty in climate projections.  But neoskeptics citing it to justify climate inaction marks a shift in focus in climate debates from the existence of ACC to its import and to response options
While the questions may be legitimate the inferences that the neoskeptics draw from them are unjustified.  In particular, they are assuming that risk remains static, but as Stern, et al, point out the nature of climate change is that risk is increasing, and thus the relative risk of catastrophic consequences is growing scarily fast.  Although only implied in the article, it is the nature of things that when risk increases, the central measure will only grow linearly but extreme risks in the wings will increase to a much greater extent.

When applied to climate change risk this means (and here Eli interpolates) that it will first reveal itself through qualitative and quantitative increases in catastrophic events, but that also means that attribution will be more difficult since it is the nature of wing events that statistical treatment of them is hard while on the other hand, shifts in average risks will be both slower and masked by natural variability.

As the article says, people use simple mental models to deal with uncertainty.  The challenge is to provide the public with models that
(i) are factual and not misleading (ii) use a familiar domain to explain the unfamiliar (iii) capture interest and (iv) allow for extrapolation consistent with current science.
Uncertainly has to be acknowledges together with the choices and costs growing from it if action is taken or not.  Stern et al, as Eli, consider procrastination penalties as punishing. 

They offer hypertension as an example.  It can be dealt with through changes in life style or medication or both, but it is a risk the extent of which is not known for any particular person.  While the risk is progressive, there can be catastrophic failures leading to death or disability and the condition is only slowly reversible.

The authors suggest that decision  sciences offer a way of dealing with such risks by
(i) adopting policies that  will perform robustly across various plausible futures (ii) pursuing a variety of policy strategies to increase the likelihood that some will yield good results and (iii) organizing decision making processes for flexibility and responsivenss.
Eli notes that such a response implies that not everything tried will work, and thus chooses better and faster at the cost of cheaper.

Reiner Grundmann, Daniel Sarewitz and What's His Name: Sokal Science


Following quick on the heels of Reiner Grundmann's Nature Geoscience Comment demanding that scientists go back to the barracks and leave the hard work to the social scientists, came Dan Sarewitz, telling scientists that they are killing science and need to leave the barracks and enter the real world. The competition for the longest and most verbose strawman is indeed hard and the Garudian has brought up another competitor.

ATTP has been fishing these waters, but Eli wonders whether somebunnies have  discovered the a primitive Sokal Science generator changed a couple of words and are just grinding out version after version of  "Transgressing the Boundaries: Towards a Transformative Hermeneutics of Climate Change", hoping no one notices.  Eli assumes that sooner or later one of the editors who, shall the Rabett say, fell for these April Fools jokes will look up from the grass and notice that all of the latest are but simple rip offs of the original.

 It is great fun ripping through the original Sokal Science article and comparing it to the recent Grundmann, Sarewitz and what's his name nonsense.  Indeed

Finally, postmodern science provides a powerful refutation of the authoritarianism and elitism inherent in traditional science, as well as an empirical basis for a democratic approach to scientific work. For, as Bohr noted, ``a complete elucidation of one and the same object may require diverse points of view which defy a unique description'' -- this is quite simply a fact about the world, much as the self-proclaimed empiricists of modernist science might prefer to deny it. 
In such a situation, how can a self-perpetuating secular priesthood of credentialed ``scientists'' purport to maintain a monopoly on the production of scientific knowledge? (Let me emphasize that I am in no way opposed to specialized scientific training; I object only when an elite caste seeks to impose its canon of ``high science'', with the aim of excluding a priori alternative forms of scientific production by non-members.
Where has Eli heard that before?

Risk, Hazard and Jill Stein

The difference between Hazard and Risk bedevils the public driven by journalists, politicians and grifters with agendas.  Combinations of the three are not uncommon in Eli's experience.  Cancer risk is the playground most populated.  A recent article in Science by Kai Kupferschmidt (go ahead, it is open) lays this out

Officially released at 3 p.m. EST on 15 June, the news immediately raced around the world, spread by hundreds of websites. Judging by reader comments, many found it reassuring, whereas others were spooked. The message: Coffee doesn't give you cancer after all, but very hot drinks might, according to the International Agency for Research on Cancer (IARC), the cancer research arm of the World Health Organization.
But scientists grumbled that the hot drink verdict left the public none the wiser, because IARC couldn't say how big the risk is.  
So the IARC has now moved coffee from "possibly carcinogenic" to  "not classifiable as a carcinogen", which, of course in click bait country is taken as "maybe carcinogenic".  Proving something not something or other is about impossible, there is only a single material that the IARC classifies as "probably not carcinogenic", and not a few willing to say that "probably not" means maybe.

There are any number of folk willing to claim that all chemicals are carcinogenic.  This has lots of downsides because folk think that all chemicals, foods, what nots have the same risk profile, which means they avoid to their detriment many things that can benefit them, and indulge in many things that they should be using a ten foot pole to avoid.  Eli is not the only Rabett to have noticed
It has become a recurring pattern: an IARC announcement, followed by confusion, controversy, and criticism. In October 2015, IARC made headlines when it declared processed meat a carcinogen, putting it alongside plutonium and smoking in its classification scheme. Statisticians and risk communication experts, however, were quick to point out that the risk was very low. A few months earlier, IARC announced that glyphosate, the world's most widely used herbicide, was “probably carcinogenic,” a verdict that helped fuel efforts to ban the chemical in the European Union, but was at odds with that of many other agencies, including BfR and the U.S. Environmental Protection Agency.
Jill Stein is only an issue because of the remote possibility that she may tip the US election to Donald Trump in one state or another.  That and the annoyance that her Jill Boys (aka former Bernie Bros) cause in places where no sane bunny goes, AKA Twitter.  So Eli has been in a set two with a bunch of em who are leaning on Stein's tweet

Any presidential candidate, from Trump to Clinton to Stein, has every right to dig in and explain all of this. Moreover, that candidate could easily justify the conclusion that we have good reason to worry that sea level rise by 2100 could be considerably worse than the IPCC suggests — if we don’t get our acts together. That is the way the sea level rise story is trending these days. br />

But what’s more questionable is to cite only a worst case scenario, without explaining the state of the evidence or scientific opinion overall.
Of course, the three meter by 2050 comes from the extreme estimate of Hansen et al, which has been well discussed pretty much everywhere, the operative paragraph being
We hypothesize that ice mass loss from the most vulnerable ice, sufficient to raise sea level several meters, is better approximated as exponential than by a more linear response. Doubling times of 10, 20 or 40 years yield multi-meter sea level rise in about 50, 100 or 200 years. Recent ice melt doubling times are near the lower end of the 10–40-year range, but the record is too short to confirm the nature of the response.
Everybunny else remotely suspected of having a clue thinks maybe 2 m at most by 2100 and much less by 2050, which is bad enough, but Stein cherry emphasizes a ten year doubling rate.  So, Eli is trying to arrange a bet with Steve Bloom and maybe Brad Johnson (nah, Brad is too clued in but he is not above confusing hazard with risk).

Sinking Santa


Eli, as the bunnies know, has been wondering about 2016 Arctic sea ice.  As Neven and Jim Hunt point out there is a large storm blowing up there which is doing interesting things.  Today there is blue water up to 85N in a large area on the Siberian side.  More to the point it looks like Santa's workship is flooding, with broken ice up to the pole, to the extent that a small sloop could probably make it (perhaps with some aid from a large icebreaker here and there)



Since toy shipping has to start in September to reach the children in December, this is indeed a threat to Christmas.  Santa (Jim Titus) many years ago prerecorded a message:

The Pros From Dover Once More


So recently Reiner Grundmann is playing the Roger Pielke Jr. Pros from Dover bit about how physical scientists need leave the hard work of getting anything done on climate change to the social scientists because the physical scientists are so bad at it.  The origin of the phrase, although made famous in the movie M*A*S*H comes from the book

"Hawkeye would walk confidently into a pro shop, smile, comment upon the nice condition of the course, explain that he was just passing through and that he was Joe, Dave or Jack Somebody, the pro from Dover. This resulted, about eight times out of ten, in an invitation to play for free. If forced into conversation, he became the pro from Dover, New Hampshire, Massachusetts, New Jersey, England, Ohio, Delaware, Tennessee, or Dover-Foxcroft, Maine, whichever seemed safest."
Frankly, this ploy has been long used by social scientists (not all, but enough) and policy types (lots and lots) who have not the least idea about how to handle problems based on physical and biological reality but would like to cut themselves a piece of the pie, as large a piece as possible. 

It would, at least for Eli, not be a bad thing if the ones playing it actually knew what they were doing and might save the Congressman's kid, but the Rabett is exceedingly unimpressed by the players of this ploy who at least to his jaundiced eyes are mostly trying to control the debate.

Of course there were tweets, and several people, including Eli were a bit miffed, but Eli was at least nice enough to invite Reiner to the party.  Oliver Bothe had a winner

The Rabett finds this pretty boring, has other stuff to do, note the lack of posts, and really has not contributed much.  If anybunny wants to know, Eli just pointed out, rather obliquely, that Grundman, like Pielke Jr and Kahan only seems to look at one side without really considering what makes (climate, ozone, tobacco, acid rain, etc) for a hard problem is the well organized and financed opposition to action and that what has/is being done to try and find solutions must be evaluated against that mark, not in isolation, but whatever.  Still in the middle of this Hans v. Storch came out with the amazing:
In other words: physicists (and other natural scientists), back into your baracks! If you individually want to be part of the social processes of choosing among options and of deciding, come back without the attiitude of knowing better than others of what is an appropriate response to the problem. The same applies for social scientists, even if their field of knowledge is different from that of natural scientists but also important.
As Eli remarked there are half a dozen ways of Godwinizing that one, but, never fear gentle readers, what better way than what Sherry Rowland said in 1998 in a White House meeting on climate change
"Is it enough for a scientist simply to publish a paper? Isn’t it a responsibility of scientists, if you believe that you have found something that can affect the environment, isn’t it your responsibility to actually do something about it, enough so that action actually takes place?… If not us, who? If not now, when?"
Eli knew of that quote a long, time, but when the Bunny went looking for a source, lo and behold, what popped up was another Klimazweibel post, an appreciation of Rowland written by, you guessed it, Reiner Grundmann.  Even within the Grundmann's context, v. Storch is scorched
His advocacy probably serves as role model for some activist climate scientists. There is one big difference. Rowland operated as individual scientist, not as part of a wider institutionalized body (such as the IPCC). He was an open advocate for CFC controls and did not hide behind 'the science'. He knew that there was controversy about the science and that his research was not shared by many, for quite some time. This did not deter him from making his case patiently, without trying to demolish his adversaries. And adversaries he had many, both inside and outside academia.

He did not strike me as a main protagonist in climate change debates, neither was climate change his main area of research. He was very much interested in questions of air pollution, examples are Mexico City and methane leaks from pipelines. In all these cases he made policy proposals that were practical. And he did the same the CFC case.
 which is just utter nonsense.  First of all, and a minor point, it is Luisa and Mario Molina who have been key to both investigating and helping control air pollution in Mexico City, not Sherry.  Second, Sherry Rowland's research on methane leaks was in the context of their contribution to climate change
Since methane accounts for up to 25% of the gases causing the so-called greenhouse effect, plugging leaky pipes in Eastern bloc nations could make an important dent in efforts to forestall global warming, the UCI scientists reported today in the scientific journal Nature.

"Methane is different," said research team director F. Sherwood Rowland, the UCI chemist who discovered in the mid-1970s that the Earth's protective ozone layer is being destroyed by chlorofluorocarbons, another variety of chemicals also implicated in global warming. "Because its lifetime is about 10 years, if we take away just 10% of (the world's methane) emissions, we can get methane in the atmosphere back in balance."
Rowland was concerned greatly with greenhouse gas driven climate change in 1990, but also Rowland was actively engaged, as is Molina today, in trying to both delineate and solve the problems.  Eli would refer Reiner to the summary of the 1997 White House meeting and Rowland's comments endorsing the IPCC as authoritative and calling to action

And as far as Rowland not being a part of wider institutionalized bodies, one only has to read the National Academy press release memorializing him
Rowland was elected to the NAS in 1978 and served as foreign secretary from 1994-2002. The Institute of Medicine elected Rowland in 1994. In 1995, he was a key figure in the creation of the InterAcademy Panel, an international organization of national science academies that has since grown to include the academies of more than 80 countries.
Sherry Rowland was a very nice guy, but he also was a strong advocate for policy based on science and not the paper cutout that Grundmann has sitting in his office.  Kind of reminds Eli of the Republican version of Martin Luther King.
