I argued right after the Supreme Court said the Clean Air Act could regulate GHGs that the Rs wouldn't focus on amending the CAA, but they would defund efforts to regulate GHGs. First, the point at which the spending is approved. Second, the point at which the taxes they've approved run out. Now, they want a third.
